These are a good product, such that we bought a second one a year later when our other child was big enough. They adjust well for various sizes, probably fits around 2-1/2 to 7+ year olds depending on sizes. The first one we had held up well the first year so far. They give our kids confidence to swim slightly more independently. 
They are much better than just arm floaties while not still letting your kids move around easily. My kids do not complain about wearing them. With the shoulder straps and back buckle it stays put well even when jumping into the water or going down slides.
While they are Safety Marine certified MQ7321 floatation devices they are more for swimming than live safety. On a boat you probably want an infant or child life cest desired to force the one their head out of water in case an emergency.

I have used Sam's Paddle Pals for my toddler grandkids now for like 3 summers.  They work great. I really appreciate the built in shoulder piece so that it helps to hold the vest on.  My grandkids have fearlessly enjoyed the pool wearing these.  The 4 year olds started to wear them around 2 years of age.  They would literally just kick their legs and motor around the pool.  I believe you need to teach children to respect water, but not to fear it.  Not sure what I'll do next summer when at least one of them will probably be too heavy for a Paddle Pals, but I'll be looking for something similar that goes to a larger weight for sure!  They're awesome!!!
